They are. Pretty much anyone not from Syria is being sent but outright they are not rejected once they arrive or are rescued they need to be processed than they are moved to a refugee camp.

Than they have a very invasive interview, if passed they have integration classes, 5-6 more interviews and background checks. Finally at approval stage. This is why housing is a big problem at the moment in regards to immigration and why we are having occasional outbursts from immigrants.

Basically the process is not as simple as media makes it: come and stay. And being approved without being able to prove beyond the shadow of the doubt who you are and where you are coming from is almost instant rejection followed by deportation but they are allowed to reapply.

People from Egypt, Albania, Kosovo get rejected outright and are being deported. People from any other country apart from Syria and northern Iraq have < 10% of getting an approval.

The process is slow because it has to go over multiple international security and intelligence agencies and over national offices, finger printing, interviews etc..

Also they are being given asylums not citizenships. Once they are approved they can work and local companies love this especially the construction and low wage manufacturing industry.
