Tibetan woman elected student president in Canada, Chinese students enraged

Yep, I'm in engineering school in New York. A lot of Chinese kids come over. A few of them are super nice and respectful. I like those guys a lot. Most of them are not. They will openly play video games in class and litter the dorms. Just straight up throw garbage out of their rooms into the Hall. Not cool all. I've witnessee blatant cheating and seen a group get caught by the professor (I don't know the outcome). I'm not one for disrespecting cultures of others, but Chinese culture seems to be cancer, mostly with the wealthy. Is there just a rule in China that you don't respect anyone else? Even in public? I mean I am well aware that Chinese government is horrible and a threat to the rest of the world but what do they teach the kids..? Like I said, there's not a lot of room for disrespecting different cultures but some things are just public decency and consideration for others.
