As for bomb building, if it isn’t illegal, you could just be doing it for fun. People own firearms and practice shooting in the US. Messing with explosives doesn’t seem that far out.

As for coke, possession is already illegal no?

The thing is, you are being punished for something you haven’t done yet ... its like the minority report movie but even less reliable - you have no idea whatsoever if they will follow though.

It’s like someone in anger tells you he is going to kill someone and you believe he will do it - subjective opinion involved here. Do you call the cops, have him arrested, and charged with “intent/conspiracy to commit murder”? You don’t even know for sure if he would have gone though with it - how well do you really know the guy; he could have calmed down on the way to his target.
