Well the new tech they have essentially just blasts the neurons in your brain. Their 1950s tech was just them trying stuff out most likely and seeing what would happen. The west had also considered investigating microwave weapons in the 60s but never went forward with it because they are bound by ethics when it comes to researching weapons and there’s no way to ethically find out what happens if you blast a concentrated beam of microwave energy through someone’s brain.

In KGB and Russian mafia state that’s not a concern. Just blast it at spies and diplomats you don’t like and see what happens. Seems likely that we’ll eventually learn that between 2012-2014 as Putin started to go off the deep end that he ordered them to reinvest in developing those weapons, or maybe they had still been developing them the entire time and just started using them.
