I'm from around Falls Church City, the town you mentioned that's in VA. The reason why it scores so high is, idk its full of rich people who are highly educated. Same with Los Alamos. Housing is expensive as fuck, and property taxes are also high (which is how the government can afford such nice infrastructure). Poor can't afford to live in such a paradise, so that also skews the score incredibly. I'm from Falls Church, VA which isn't Falls Church CITY, it's part of Fairfax County.
