When I was in the Navy, four of my ship's five XO's arrived not just expecting to take over in two years, but with a diploma from the special CO school and orders to "spent 24 months as Executive Officer prior to assuming command of USS MyLittleShip."

It was a policy called 'Fleet-Up' and I suspect the reason Starfleet went another way is the lack of flexibility. For example, when XO #4 told the Commodore 'your plan for the big inspection is stupid and so are you and we're going to ignore it" the Commodore couldn't get around the Fleet-Up policy to take away XO's command. This was despite the 20 people who heard Commodore shout, "Fine, ignore me! When you guys fail, it won't be my problem," because XO had already opened the hatch to his office.

This was also despite several hundred people who heard them just screaming obscenities at each other as loud as they could while walking, West-Wing-style, from the Commodore's office, out of the Commodore's ship, down the pier all the way to MyLittleShip. But that's less of a deal, since some forms of masculinity view curse words and sexually-charged slurs as 'this is how men express affection' language, which also includes two Star Wars references, comfortable silence while drunk, and nothing else ever--but absolutely obscenity-screaming is acceptable on the pier, and just like I did at first.
