The dreams of renewables is not going to happen since private-public partnerships require long term and cohesive government policies to make those investments justifiable.

This is precisely the problem with American politics in my opinion; the government rarely makes decisions that span generations since most plans are about making as much use of the time before the popular vote hands over executive and majority control to their opposition. You typically only see such policies at the state level where swings are less likely.

This is not a problem that many other countries struggle with since they employ more proportional democratic systems that require concensus from a representative majority rather than a single party or person.
