To be clear there are no "fixes" to be developed and implemented by non-nVidia Devs. There is only misinformation, misunderstanding and misconfiguration. Everything that needs to be configured is in the links provided below.
You've made an excellent contribution and your heart is in a great place. But despite popular belief installing nvidia isnt a magic show its a book.

1a.) * No. to my knowledge vSync wont work in the nvidia driver unless its configured to run. Remember these card do crypto mining and networking aswell.

If "Force Full Composition" is causing performance degradation then theres an issue. Maybe xorg.conf renderaccel ( I think)

There is only only one nvidia proprietory driver lineage.
It is by nVidia.
Each Linux Distro may have differrent default file, folder locations but the configuration is 100% exactly the same.
Some Distros may make installing nvidia more "nuanced" then others by preferencing snapd, XEN and M$ Hypervisor at boot for memory allocation.
