Tampering with files will get you banned? then why the heck would Valve release tools like VRF and workshop tools for the public to use?

So let me get this straight they release VRF to extract and edit files, they add a command called tempcontent directly in steam launch options for people to load vpk files and then they ban for people using them? if they wanted people to prevent custom assets in the game they could simply just run a checksum on each startup. I don't know why I'm explaining this to computer illiterate plebs anyway.
