Tired of the property crime in Ballard

The people complaining about the crime or most affected by it are not necessarily the ones who have the responsibility of listening to the evidence in trial and then making a decision to find the defendant guilty. There's a real disconnect here, and much of the Seattle population lives in a bubble.

There's no simple answer. The reality is that prosecutors do not have the resources to charge every case that is referred to them -- we have to select based on the probability of actually obtaining a conviction in this jurisdiction, which necessarily factors in the judges and members of the jury. People would not like it if we charged every case that showed up, especially when the cases were weak or had major flaws.
