Today is Election Day. Even if you NEVER REGISTERED to vote, you can still vote at City Hall! (Also, you don't need a California driver's license.)

Pretty much The only time voting is illegal is when you try to do it twice (or more). Thats considered fraud and is a felony. Its just that if you're not registered, your vote won't count. In California Anyone can walk into a poling place and cast a vote. They dont require an I.D. and you don't even need to be registered at that poling place. It just becomes a question of if and how your vote will be counted. Pole workers are volunteers and are there to facilitate voting not gate-keep.
