I believe that isn't racism, though it's closely related. That's known as xenophobia and is a distinct and different type of bigotry. This is an important distinction since you used an Asian nationality as your example -- there's not much "love" going around in east Asia, with the Chinese hating the Japanese, the Filipinos and Vietnamese hating the Chinese and rising tensions in India against the Chinese, etc etc etc...

This is important because if a Chinese nationalist living in Bejing proclaims his hatred for the Japanese, is he a racist? He's certainly a bigot, however I think a better term is 'xenophobe'.

e.g. do papers from Korean scientists have a tougher time getting their papers reviewed after the cloning scandal?

I'm curious why you used that example (a one-off occurrence) when China would be a much better example given their recent history with publishing dozens upon dozens of fake peer-reviewed papers? I think that's the answer to your question; if it's just one person who did it on their own, then no extra attention is required or warranted. If it's a systemic problem where you have dozens of respected academics caught up in a scandal, that's a problem with the institution itself and any "extra attention" is no more racist than putting up metal detectors in high crime areas. It's simple risk assessment and logic.
