You pretty much just came back to the cause and effects of years of slavery, redlining, Jim crow as the reasons why the black community is at a disadvantage.

Inasmuch as people want say that its being years after these horrible events were done; the black community is still going through the after effects of these events and for as long as they psychological and sociological nature/nurture is not addressed it will keep on going on. Just my 2¢s.
