Um. Hackers are not all white hat black hat grey hat whatever. IE not everybody in the world who knows how to use a computer is on TOR exploring the deep web. Moreover, if you hadn't realized. Governments have a lot of $$. Money is nice. Sometimes governments hire hackers who work for them and do well. Meanwhile the hacker is carrying out nefarious actions under the nose of his her own employer

Then you have cases like Sabu. Who was flipped by the authorities. He was living in the projects in NYC. Feds flipped him. He stays the same underground. Except now he is working to gain everyone's trust to fuck them over. And he did. He also went to prison for a short amount of time. He's out now and most definitely on the payroll

Then think of Frank Abagnale. Remember the movie catch me if you can? He was a fraudster. Except he was so good that the government had to have him.

Basically. None of this is black and white. Government will try to use assets before they simply throw you in a cage. Remember it is a game to them too kinda. Find this guy, infiltrate the network, identify all the big players, okay we have their dox now; who do they report to? Which one of these guys can we go to in order to get the big fish?

That's why you have weird things like "DEA agents caught in sex party wth Colombian cartels"

I'm joking but you get the point. Collusion, corruption, assets, double agents, long term investigations, etc.
