Considering I grew up in New York, you will rarely meet white people that talk with a Bronx accent. It’s a cultural thing. Racial groups self segregate and end up with distinct accents and different lifestyles.

Not saying all black people talk with this accent of course, but the majority of people with the accent are black. The majority of the people in New York with the Bronx accent are black.

So yes, I am saying she is pandering to a particular race by using the accent. There are plenty of accents throughout New York and the Bronx. She could’ve picked any of them. The Bronx accent you mentioned happens to be one often used by black people. Hence she is pandering to black people.
