Tracer's Recall ability worked against a lot of stuff that it's not working against anymore?

Also, a comment from a year ago:

"Yeah the problem is the window of error on this particular skill is very low most people fail at executing that. They also hotfixed blink to no longer be able to do it so it's entirely possible it's not intended for this to work at all and will be hotfixed."

So dodging with Q is not working anymore and it seems that E only saves you if the ability would hit your original self exactly when you are not existing on the map (while Recalling), similar to how you can juke stuff with Sylvanas E.

I feel this is mechanic is not clear and I'm still not sure what is intended and what is not about this.

I mean the whole premise of Recall should be that it gives you one single "Clean Slate" every 26 seconds.

This is the ability description:

"Tracer returns to the position she was at 3 seconds ago, refilling her ammo, and removing all negative status effects from herself."

Excuse me for saying so, but a large ball of fire homing in to you is a quite unpleasant "status". It's not intuitive that the ability "retargets" to you.

And what about the Hunt? When you get Hunted, your HP starts decrease while Illidan is airborne. Isn't that a "negative status effect"? But you still can't get rid of it with a simple Recall, you need to time it as mentioned above.

My problem is not that Tracer is now affected by these point-and-click heroics with no counterplay, I just feel like these kind of grey zones of what is working when and how are making the game rules more hazy.
