TraceTogether, like SGSecure, will be a failure in policy

We want to isolate only the people who are near the case. SafeEntry cannot do this. It could be someone who is sitting beside a case for the entire MRT trip (no SafeEntry is required for trains and nobody scans that).

Completely agree. While I don't agree with the implementation of TT as a whole throughout Singapore, there are certain benefits like the one you have mentioned which brings about the superiority of TT as opposed to SafeEntry. Of course, while not decisive, a lead is still better than nothing; just like how TT is still better than nothing.

Dr Vivian Balakrishnan has previously stated in the Parliamentary Inquiry that TT will be used alongside with other contact tracing methods out there to enhance and improve the contact tracing process as a whole (how specifically, I do not know). However, I do wish that they would have kept SafeEntry as an option since it was universal and that there was no need to gut such a flexible and universal system just for one that is rigid and prone to certain issues.
