Oh wait, no. They lived in the cities and the lowland farms, but were forced to flee to the hills after they were bombed out of the cities because it's very easy for a modern mechanized army to take those areas. They had to flee to the hills because that's the one place where it is difficult for a modern military to root out and destroy enemies. Then the Taliban sent small squads of three or four people back into the city to lay IEDs.

People from western societies aren't interested in doing that. Did Germany struggle for 10 years to hold onto France, Denmark, Poland, etc? in the face of insurgents? No. While they were small local resistances, they were largely unable to make an impact.
