Start with watching your diet first to get toned you 100% need to fix eating habbits first. Keep a calories jernal for a week. You should be eating 2500 cl to keep your current weight.
To lose the excess weight try implementing a diet of 2000 calories. You should be able to see results within the first 10 days. Make sure to weigh yourself every 3 days to check for progress. Also drink a cup of water to fill yourself before meals so you eat less.
Definitely start to do small bits of cardio to lose weight. You don't need a gym membership for this. Just start by going on speedwalks for an hour and then boost it up to a light jog and eventually you can run the full hour at a consistent pace.
For becoming toned I recommend push ups and pull ups and planks. Start with:
-3 push ups a day
-1 minute planks x3 with 30 second breaks in the middle
-(Buy a cheap pull up bar that doesn't require installation its around £12 on Amazon)
-Use this to hang for 30 seconds at a time with 20 second breaks in between you will eventually be able to pull yourself up
-additionally you could purchase some cheap dumbbells and use them for 25minutes a day as part of intensive exercise
