Breast development takes many years. 5 years should be a much better representation of how they will look than 2. That being said it seems fairly common for trans women to have conical breasts, especially the later they start. There could be multiple reasons for that. But keep in mind there are cis women with conical breasts. There is a very good chance they will fill out like I said 2 years isn't enough to know. Some people might try call what you have tubular breasts, but that's a common misunderstanding. Conical breasts and tubular breasts are usually different things.

I have tubular breasts, they won't round out. Tubular breast deformity requires surgery to fix or you can just learn to love them. They are a genetic condition that cis women deal with too. They are caused by constricted breast tissue. So I guess what I'm saying is if you have conical breasts which is most likely, there is still a good chance they will round out. If you have tubular breasts then they won't, but from what you describe its probably conical. That's what many trans women seem to deal with. Some recommend progesterone, so maybe look into that.
