The mass transit system are definitely needed for a city's growth. In addition to the modernization of Signalling and control systems, I believe Metro systems are the right choice for a congested city like Kochi(They can achieve speeds up to (100-200) and moves a lot of people from A to B.

Ultimately people choose the mode of travel when there is any incentive for them.(be it time, money or convenience)

My second choice will be for better roads and make use of the Ferries.

I use Sydney's public transport alot and hardly drive here.Also I work in the transport sector in New South wales. Recently here transport Dept put all of Trains, Buses,light rail, Metro , Ferries into a single Dept for better planning and management.
