Trouble with my party

I've got a party like this right now. I've got to find a solution that works for everyone, doesn't come off as too rude, but gets my views and concerns across. Firsly, we've got the living embodiment of a bard; constantly tries to seduce NPCS, gets into awkward conversations. So, y'know, typical bard stuff. Just need to let him know that literally none of us asked, and we're all uncomfortable when he goes off on his rants. I've got another player who literally just brought his switch to play BOTW. First of all, why even show up if you'd rather be playing BOTW? You could be at home in pajamas doing that. Secondly, it's kinda rude to just do that, y'know? Seriously though, I just need to see if hes still interested in playing. I dont think he is, but who knows he might surprise me.The last group I need to confront are these two that just talk the entire game. All I need to do is ask them to keep their side conversations to a minimum, or at least lower their voices, pass notes, something that doesn't distract the others. We're here to play dnd not to chat for 3 hours and eat all my exotic cheeses you 'lawful good' demigods.

So just like what everyone else has said, talk to them. Encourage them to actually read the rules and know what their class features do. Give them pointers but dknt babysit them. They need to learn how to play by themselves, but that doesn't mean you can't help out. Also, dont get too frustrated with them. You gotta take it slow and work with them.
