That is potentially caused by the power issue on USB port on the motherboard. I am not an expert on this issue but here are a couple of things on top of my head:
Check the status of other usb devices when you turn on your computer and try different USB ports for your keyboard (like switch between usb 2.0 and 3.0/3.1) to see if the issue comes from your PC;
Try to reset the bios of your motherboard: if you are unable to use your keyboard, you may have difficulties to enter the bios. But you can take out the battery on your motherboard for several minutes (you can check the manual to see how much time you need to keep the battery out of your motherboard. I would say 5-20 mins)
