Politics is always about personality. Scheer has a staid, reassuring public persona. That might be what people are looking for in contrast to Justin's flamboyance sprinkled with questionable ethics and a history of making poor choices in tending to the theatrical. Time after time after time we have seen Justin behave in a manner that made him stand out in the crowd, often these were not the best choices for a variety of reasons.
