Guilty is a subjective term when playing the sides. Players are guilty of abusing exploits, hacking, cheating and doing absurd things like selling in game items for real money. Bethesda is guilty of false advertising, delivering faulty products and refusing refunds even after being told to refund by the public court system and more deceptive practices.

I'd say both parties are pretty guilty but Bethesda definitely started this shit show.

Nonetheless, the well known creator of the FO76 interactive map and several other FO76 tools was a notable bug hunter. Him and his group would frequently gaind bugs and report them in an effort to improve the game, since the responsibility of fixing Bethesda's fuck ups always seem to fall on the community and modders. There are plenty people deserving of bans, but not the people trying to polish this turd.
