Yes. Very much so. I haven't seen the accounting statements of the operation. That's why I explicitly said in the original reply that I don't know if that's what happened or not, rather that it's a possibility considering the government's reckless spending habits.

Which is totally understandable. Here is the primary difference, in my opinion, between contemporary liberals and conservatives:

I don't think the government would use such an enormous amount of money just to be altruistic. I think many government officials know how important a clean environment is to people like us and would use that emotional trigger to demonize someone like me that might suggest the budget is too high.

If it makes you feel any better, by distrust of government spending is due to Halliburton and contractors who won the bids to supply materials during the Iraqi war.
