I believe that’s been proposed, but Dems still argue that taking the time to go to the DMV or a government office to pick it up would be prohibitive, because it takes time out of the day when people need to work, or that you can’t just mail it to people because it requires a physical address which some people don’t have. Sometimes people don’t have their birth certificate or SSN card.

I’m all for voter ID (like most countries have), and I believe the ID should be free for all citizens able to be validated, but as long as people argue that actually trying to validate that people are who they claim to be is prohibitive, that completely invalidates the point of the program.
