I hear what you're saying and maybe the main point the cop is trying to get across is the inconvenience of having to deal with a ticket. Even if he gets out of it, he still has to stress over it and go to court.

But it's the cops discretion who he gives a ticket to. He can give a warning to anyone and single out one person for the ticket. Just cause. Not saying it's right, but that's their prerogative.

But if I was in that cops position and everyone else was just heads down accepting what the cops saying, and at least acting as if they understand what they did was wrong, but there's one guy that wants to argue with me about it and pretend that he is not at fault, I'd probably give him a ticket too.
