I don't use it with the intention of skipping a step. If you had read my last post beyond the irrelevant mathematical error you'd understand that already.

It allows for flexibility of taking Tricks with no measurable penalty. So it's only +1 CP instead of +2. Moot. Point is that it's a wash. You are still getting 3 of the 4 ticks to use how you please, and by not taking the 4th you are giving up the option of having one free turn.

The only thing you are giving up by taking a Tricks is one free shot at a Hasty Touch (or Progress) so that you can bulk up your CP on the back end of the recipe (Progress should already be handled at this point near the end anyway). By taking the Tricks you are forgoing the ability to have an extra turn in order to get some CP back without any penalty for the CP you already spent.

It's true that using 3 Waste Not ticks is just as inefficient as using 2 with a 35 DUR recipe. That's not the point. The point is that it allows you to get some of your CP back, while being able to make some use of Waste Not for extra IQ stacks that you wouldn't otherwise get. Using 3 ticks is not wasting 28 CP because you still got 3 turns out of it. Not getting a free turn afterward doesn't negate the fact that you still utilized 75% of the CP you spent in a valueable way. Your error in logic is that you are lumping potential not realized into the same boat as spent CP being thrown away. These are two different things.

Is the potential extra Inner Quiet stack and the Progress that would come with a Hasty Touch worth more than adding back 20 CP to your CP pool with no CP penalty to do so? It may or may not be. It's situational. The Hasty Touch is certainly not better than enabling Innovation which gives 50% buff to Control. It's all about how much CP you have remaining and what you can do it.
