This is correct but it's because the questions being asked are not actually the right ones

This would not be the same thing if the DMV was not owned by the government, it's only a tax because they are.

Now if you change it to be like the BBC actually is, where it's funded by the fees individuals pay directly to the BBC, then it is no longer a tax. It's not a tax if it isn't paid to the government..

It's still setup by the government, but the money is not flowing through one to then be distributed to the other the same way that taxes actually are.

This distinction is not difficult, idk why people are fighting to make it still be taxes when it just isn't
