The US government buys bullets in bulk from the cheapest buyer of whatever federal grade ammunition they require. The only time I saw them buy ammunition above normal pricing was during the bullet shortages in 2013.

Not really true. The GOCO in Lake City does provide a decent amount of ball ammo, however, since the FBI protocol tests, service/duty ammo for Federal Law Enforcement agencies buy JHPs (Jacketed Hollow Points) and an equivalent "ball" load, usually from the same manufacturer. For example, Federal Cartridge makes the Hydrashok. An agency purchasing Hydrashoks will usually also make a purchase of the ballistically similar ball load, so if your officers carry 115 gr 9mm JHPs in their service weapons, you'll buy 115 gr FMJ/TMJ loads from the same manufacturer for practice and range qualifications.

I worked in the industry. 25 years. Selling to Federal, State and local levels. Federal procurement has less bid rigging, for sure. In the above cases I cited, I was talking about State and Local entities. I used to get up at 4am and read the CBD off the newsgroups in my underwear while eating a bowl of cereal - it's quite literally how I started each day.

Shell companies are extremely rare, as one must have both a DUNS number and a CAGE Code to do business with the federal government. Shells, cutouts and bid rigging exists, and happens, because of collusion between distributors - in the ammo business. Also, a distributor in North Carolina might get different prices on his ammo from his manufacturer, who will also quote a different price to another distributor. This is usually the case. Tipping off the distributors happens - if they know they've been guaranteed the lowest price. Law enforcement ammo is steeply discounted from commercial sales to start with, and the only times I've seen an agency pay more than commercial prices is when there's a serious atmosphere of corruption and small purchases are greenlit to deal with unscrupulous businessmen (this happens to this day - and it isn't just ammo)

I'm well aware how Federal procurement works and my comments in this sub were not about that process, but State and Local procedures.
