Two Week Shut Down and High Energy Dog?

I'd put up an extra buffer along the fence between your yard and the barky neighbor dog if possible. Even a layer of plywood along the fence would help--something so your dog can't see or go nose to nose with the barky neighbor dog. I'd also have your dog trail a long line (15 feet of lightweight rope would work fine) so you can get ahold of her and calmly lead her back inside if needed without ever needing to call her (which she doesn't understand yet) or grab her collar (which she might not tolerate). If there's any problem outside, you can calmly pick up the end of the line and walk away, and viola she follows.

For napping, any kind of structure is fine. If she naps on her own given a soft quiet spot, that's fine. If she doesn't, you could use a crate, pen, or tether to keep her in her bed area so she settles during scheduled times. Two week shutdowns usually assume crating any time you're not engaging her, but not everyone crates. You'll need some safe area to confine her, where she can hide and feel safe, and where she can't harm herself by eating dangerous things, jumping out windows, etc.
