"WASHINGTON — The U.S. Supreme Court on Wednesday expanded police powers to stop and question people, ruling in a Chicago case that officers generally may stop someone who runs away when he sees them.
The 5-4 ruling reverses an Illinois Supreme Court decision that held two Chicago officers were wrong to chase and stop William Wardlow when he ran away after seeing them cruising a street on the West Side.

Law enforcement officials hailed the ruling, which they said is an important tool for effective law enforcement. Cook County State's Atty. Richard Devine, who argued in support of the officers in the Supreme Court, said city streets "will be safer because of this decision."
Criminal defense lawyers and some legal observers contended the impact of the ruling would cause too many innocent people to be swept up by police. They also said it would fall unfairly on minorities, who, they said, may have good reason to flee police because of legitimate concerns about harassment or brutality."
