I mean i guess that might help a little but you'd most likely be taking down a large chunk of innocent people who genuinely came to the west in the name of science, knowledge and bettering international relations. Not to mention you could have just as many "American nationals" of Chinese or Russian descent betraying their country, breaking laws and siphoning profits directly or through other Americans. The reality is in 2020 with how globalism has plagued the planet (and whether you dislike the concept of it is a different story), there are millions of people of different ethnicities that align with different nationalities values. Katrina Leung is a great example, legally became a permanent resident, ivy league educated, ran many "positive" errands for the FBI, still derouted, seduced and caused how many "white Americans" to betray their country, leaked millions of dollars worth of data and than in the end didn't even get locked away because there was so much open ended links to who helped her. Pin-point picking people by their ethnicity/nationality to solve espionage doesn't really work in the modern age.
