The potential consequences is that the US will coup, bomb and embargo you. Who have even been allowed to nationalize their energy sector without getting fucked with by the US.

we should opt for the best system to manage that resource. For most resources (not all), free markets with regulated hazards/externalities is the best management system, and that includes oil production, distribution, and sale.

We're currently in a global extinction event because of how the "the best system" have managed this resource. The oil industry covered up the effects of global warming since the 70s because they deemed it more important to make money then to, you know, have a functioning and sustainable environment to live in.
