If an armed insurrection mobilized, the military most certainly would be counter-mobilized. Vets are already assumed to be threats in this day and age of hyper-paranoia and hyper-vigilance. You have no imagination and that's why you haven't read the rand corporation's documents outlining this very thing. There are think-tanks that have thought about this and spent money on making sure that tactical organizations are available with premobilized fusion centers and pre-fab prisons.
