It was not a merit scholarship. It was for being poor and meeting the income. Only merits was getting into the school and meeting Pell Grant requirements. Furthermore there are many schools that cover the ride for family incomes below 60k and make it prorated up to 120k. While you have the impossible to get into yales and Harvard there are also quite a few more reasonable ones.

The entire NYC has full ride merit scholarships on all of their community colleges. This isn't some mythical beast that doesn't exist.

As for trade schools being covered I meant by employers. Many oil and gas employers will cover advancement in education when you start at the bottom in the ranks and show any sort of ambition or good performance.
