Sorry I forgot to answer. Some context first. I am living in Germany. There are a lot of possibilities to get yourself some help as a homeless person. Most people living on the street do it by their own decision - you can't do drugs if you want to stay in the shelter so they just sleep outside. The man did not ask for a job. He asked for change. Offering him a job might infuriate him because he's not able to work because of a disability or psychological problems. It might very well be taken as an insult. "stop begging just get a job". Also, the job requires a driver's license and some experience in certain fields. I would have to somehow explain to my boss how I found this guy. I would probably just bring some problems into the company if I'm being honest. If I'd be my own boss, different story. Still, the other points also do stand. So, yes, offering him a job might be more insulting than giving him what he asked for.
