That's not really how commerce works, though... There are multiple examples of entities on Azeroth that transact with both sides and are officially considered neutral. Gadgetzan, for instance, comes to mind. They do business with both the Horde and Alliance and are considered neutral in the conflict. If the Vulpera had, for example, spurned contracts with the Alliance and only accepted work from the Horde, you could maybe make the argument that they had picked a side, but you can't accuse them of not being neutral because the Horde asked to do business first and they said "Sure." The fact that the alliance hasn't yet asked to do business with them isn't them "picking a side."
