There are several ways in which the UK could've implemented or retained control over immigration in the past and choose not to. Additionally many of those powers still exist, but have not been used, presumably because the immigration is beneficial to the UK economy; however as I have no evidence to support that and no inclination to find any, I will leave it as a presumption.
