Not true bro, they do base it of IP but I think you have to remove all traces of cookies and whatever else to get it to truly give you the regions prices. But yeah once you are them to your cart they will ship anything to any country, ordered from anywhere as far as I know. I haven't ordered with it though, I just placed a 90 dollar order and then googled something about them and found out the VPN thing. Like I said, I haven't ordered but I did open a VPN and out the same order in and the price went down to 70 bucks!. But then I went back to no VPN, and then turned on VPN for a different country and then for some reason no matter what region I selected it would give me the inflated Aussie prices. I'll figure it out though .. clearing cookies didn't work but know there will be a way!
