Understanding the Chat Moderation Scandal and the community's hunt for blood

That's all well and good, but what exactly is considered a "public execution"? This policy can be very easily abused by moderators actively seeking attention and bringing their own selves into the spotlight through public toxic behavior. What's the play when that happens? There doesn't seem to be a "quiet" way to get rid of such a person. If someone acts in such a way that the entire community knows their name and to be wary of them, even if they step down without any sort of announcement, people will notice. What other course of action is there? Letting them run rampant without fear of reprisal, so long as they keep drawing attention and making themselves impossible to fire discreetly? Because that's how it seems from an outside perspective.

Not airing out your dirty laundry in public is a great policy by DE, but it's one that, yet again, certain volunteers have refused to follow.
