1) Make underwear color a part of character creation / makeover kit.

2) Developers control what colors are allowed in those palets, much like hair, eye and everything else for that matter.

3) Add basic colors that exclude obvious skin color imitations, adding more over time to urge players to buy gems for more makeover kits.
