Most of society seems to think that being a racist fuck that gets as close as possible to inciting violence without literally doing so is also over the line. We tend to call such speech "hate speech", and we like to have it outlawed because it makes society worse.

How is a fringe minority of the population having distasteful viewpoints about x minority group actively making their lives worse? Well in society many people hate each other, and if we start policing people having incorrect opinions we have just gone down the wrong road. Don't get me wrong either, there is a difference between disliking a minority group (which is harmless, mostly) and threatening acts of violence against them. Here is an example:

"Those damn muslims, silly rag head cunts"

Is is a hateful opinion. Who is it directly hurting? Muslims of course, but it is just mean words with no incitement to violence. Which is where once again, I draw the line. Here is an example of what I deem to be unlawful

"Fucking muslims, silly rag heads, lets go and gut them in the streets, fucking goat fuckers"

The above was a direct threat to the lives of others, and it a displayed intent of un-lawful violence, and goes just beyond saying mean words, as this distinction is very important.

we should not be allowed to incite violence or harm

Correct. But there is a difference between doing that, and just saying insulting and hurtful things, which is just mean words with nothing behind them, other than contempt in their eyes. Very different than inciting violence directly, and I will concede there is a link between insults and escalating to violence, but that is very rare.
