Sure they are. And I don't think it's a matter of opinion. Personnel wise they've only gotten better since 2015.

The problems are definitely coaching and scheme related. A lot of problems are created by Dre because he's just not much count so you can't really leave him alone. Furthermore, this LB corps is really bad from top to bottom and now they've stopped tackling altogether. That's coaching and priorities. The team has lost so much ground on the fundamentals of football. That's coaching 100%.

Bad priorities, bad schemes, bad coaches, bad gameplans. It all adds up. Now even AJ Green is dropping passes all over the field. The team is just not in the right condition to win. That's been a constant through the entirety of Marvin's tenure regardless of who his coordinators are or positional coaches. It doesn't matter whether Brown spends or not, wants control or concedes it. The end result has been of a very specific type. Marvin Lewis type.

He needs to go. Which is a shame. He has brought in some amazing talent. He just doesn't know how to coach it or get the coaches who do.
