Unpopular opinion: why continuous (most likely) will not work (at least right now)

I think you have an ideal you're reaching for, from your questions it sounds like it has to be near perfect solution for you to accept. instead try thinking it as good, better, best (a progressing format that gets better over time with tuning). I bet you could come up with some good metrics to measure how the server could balance teams. Think about them. Then ask, would this experience be better than how it currently plays?

Ranked would be for premade team play.

Continuous servers are public. You could have people stay on the same team but the server might force one or two players to the other team. It might not.

The entire goal is that continuous lobby offers incentives that counter current things people don't like about QC. Long load times, wasted time between matches setting and picking map etc. Long queues. Lack of sense of community from joining servers, custom settings/names etc,, spectating matches. + More. Again, improvements in these areas and much more are what promotes people to want continuous lobbies and server browser.
