Unpopular opinion: I don't believe HSV disclosure is always necessary.

I think you might have a kind of moralistic OCD.

All OP is trying to tell you is there is no conceivable public health plan for controlling HSV that involves getting tested and disclosing status, much less a public health plan of any kind for controlling HSV. To understand OP's logic, you have to internalize that as a matter of public health HERE IS NO STOPPING THIS JUGGERNAUT, there are not known group or individuals behaviors that stop this common issue. As such, OP has concluded there's no point being some sanctimonious disclosure Joan of Arc in a public health war that hasn't been started because it could not be won. The logic is that nothing material can be done and symbolic niceties are only that.

Not sure I agree with OP -- I think I do but still not sure -- but I definitely think the logic is defensible.
