(Update) 9/11/12 Position - Almost hit a year as a 9 and new boss says he doesn’t have to bump me to an 11. Old boss would automatically bump be grade every year. Which is accurate?

It’s actually pretty normal to not get your grade promotion after one year even if you’re in a ladder, so definitely not worth being upset over. The explanation I’ve always seen is they want you to be completely independent at your current grade, meaning they can give you tasks that you can just take and run with with no handholding. Have you proven that you can go beyond a 9’s capability? That would help your chance if you can explain why.

Regarding the step increase though, while it is true the supervisor has a say, it should almost be automatic. The only reason a step increase should not be denied is if you weren’t meeting any of your performance rating standards.
