Update: Mozilla Will Re-File Suit Against FCC to Protect Net Neutrality

That is not true. The status quo was actually that ISPs had to mostly abide by the various net neutrality rules because the legal challenges were still pending. So, we went from around 2005 through most of 2017 having ISPs following (or mostly following) one set of net neutrality rules or another. There were a few short gaps of uncertainty, but by and large ISPs have been forced to adhere to most of these rules for 10 of the last 12 years or so. Even during those gaps between court decisions and new rules, the FCC was vocal about what kinds of rules it was considering and that they would be implemented soon. ISPs haven't been free of all of it since the early 2000s.

If the current FCC had introduced new net neutrality rules (even weaker ones), or a plan to implement such rules promptly, then the status quo argument would hold. Repealing the reclassification without rules similar in nature to those of 2005 or 2010 means we are not returning to how things were, i.e. this is not a return to the "status quo".
