[Upstate New York] Another update on my broken apartment door. Now the landlord is flat out refusing to fix the door. What do I do?

When i moved in, the landlord told me that all of the issues would be taken care of. This includes having it cleaned, the locks changed, the door fixed, etc. I didn't realize the extent of the filth because there were tarps on the floors because the walls were being painted. I trusted that he would uphold his end and fix the things he said he would. And when I got the keys, I didn't move in that same day because the electric wasn't on. I also needed a place, fast. I was living in a motel, so I didn't have the luxury of taking my time to find the perfect place. I've never had an issue with moving into an apartment like this before. I've looked at apartments that were in the process of being fixed up, and had no issues moving in. I guess I'm just naive about this sort of thing. But there's not much I can do about that now, except learn from this for the future.

As for not harping on how filthy it was when I moved in, I don't plan on it. However, he did tell me that he would take money off my rent for the time that it took me to clean, but he went back on that as well.
